Good Business Colorado Policy Council

As the flagship initiative of Good Business Colorado, the Policy Council is the cornerstone of the organization’s legislative advocacy, bringing together business leaders from a broad spectrum of industries to help shape policy and champion values-driven solutions at the Colorado State Capitol.

Guided by a commitment to equity, sustainability, and economic prosperity, the council focuses on critical policy areas that reflect the organization’s core mission:

  • Climate, Renewable Energy, & Public Lands

  • Equity & Justice

In collaboration with Salazar & Associates, a respected lobbying firm with more than 25 years of experience in advancing equitable policy, council members conduct rigorous bill reviews, evaluating proposed legislation through the lens of both industry expertise and shared values. Beyond setting legislative priorities, the council determines which bills Good Business Colorado will formally endorse, ensuring that the collective voice of responsible business leaders is heard in shaping the state's policy landscape.

With a focus on advocacy that amplifies the voices of members, the Policy Council remains a powerful force for a more just, sustainable, and inclusive economy in Colorado. Alisha Harris, Original Account Strategies (OAS)

Alisha Harris is the Founder and CEO of Original Account Strategies (OAS), a Denver-based design and development agency committed to transforming complex ideas into clear, impactful narratives through strategic communication and innovative design. Under her guidance, OAS was recognized as a finalist for Startup Business of the Year, highlighting the agency’s role in empowering organizations. Alisha’s career spans diverse roles and a dedication to fostering collaboration, reinforcing her commitment to inclusive and impactful growth. Her experience across multiple sectors—including construction, hospitality, healthcare, transportation, nonprofits, and government—showcases her ability to build meaningful connections and support values-driven business practices. Alisha looks forward to contributing her skills and passion for community engagement to support GBC’s goals of creating sustainable, positive change across Colorado’s business landscape.

Brian is an environmental justice advocate focusing on people and policies for the planet.  His work combines the policy to reduce human impacts on our planet, and implementation.  He has achieved this through citizen led ballot initiatives, qualifying political candidates for office, active voter engagement, and advocating on legislation at the state capitol.  Most recently he helped pass Denver’s Waste No More legislation moving all of Denver County to divert recycling and organics from the landfill. Currently he is under contract with GreenLatinos Colorado as the Waste Diversion and Methane Reduction Advocate.  His work includes supporting upcoming changes to Colorado’s circular economy through policy on recycling, compost implementation practices within the retail food industry. Brian also owns A Free Press Clothing and Apparel producing full color prints using Direct-To-Garment technology on cotton and natural fibers.  Printing for small business, small batch, recycled and upcycled with minimum environmental impact.

 
 

Doug McCarthy, Local First Foundation

Doug McCarthy is director of healthcare programs for Durango-based Local First Foundation,

which partners with Peak Health Alliance to sponsor affordable health insurance options in

southwest Colorado. He also co-directs the Southwest Colorado Cares community care hub for

Community Connections, the Medicaid case management agency for southwest Colorado. Doug

has 30 years of experience working and consulting for government, corporate, and nonprofit

organizations. He previously served on the La Plata County Board of Health and the board of the

Center for Improving Value in Health Care.

Jervis dicicco, prosperbridge

Jervis DiCicco is the CEO and Co-Founder of ProsperBridge, a Public Benefit Corporation funded by nonprofits that helps employers, nonprofits and individuals close the gap between income and financial stability for EVERYONE.  In its short history, ProsperBridge has helped people add over $1.5 million in cash flow, eliminate over $667k in debt, helped people add over $777k to savings accounts, and add over $20 million in protections.

Jervis’ ultimate goal is to help redesign work to be an activity that empowers well-being instead of extracting it.

Jervis is a Toastmasters Champion, Go-Giver, soccer coach, speaker, and former radio show host.  He serves on the board of Good Business Colorado, the State of Colorado’s Financial Empowerment Council,  and as the Board Chair of Colorado Inclusive Economy.  He lives with his wife and two children in Highlands Ranch, Colorado. 

 

Julia Korns, B Local colorado

Julia Korns is an executive communications strategist with 15+ years helping organizations navigate change, champion values-aligned policies, and connect meaningfully with the people and customers who matter most. 

 An energetic and strategic leader, Julia specializes in audience-driven business growth and has developed award-winning digital products and campaigns with brands like National Geographic, Microsoft, UT Austin, and Pew Charitable Trusts. Julia volunteers with B Local Colorado, the Colorado PTA, and Girl Scouts of Colorado and believes strongly in the power of community and advocacy to create lasting change.

 

LaRae Martinez, Empowered Digisit

LaRae Martinez is a Denver native and values-driven leader committed to advancing equitable economic systems through policy, advocacy, and inclusive business practices. She holds a B.S. in Digital Audiences from the Walter Cronkite School of Journalism at Arizona State University and is currently pursuing a Master’s in Professional Communication. She is also certified in Defining Diversity, Equity, and Inclusion in Organizations through Rice University.

LaRae brings an applied, community-centered perspective to policy work, informed by years of direct engagement with entrepreneurs navigating access-to-capital barriers, workforce instability, and digital inequity. Her leadership experience includes participation in the Chinook Fund’s Giving Project (Cohort 2), graduating from the Aurora Chamber of Commerce’s Emerging Leaders Program, and completing the Emerge Colorado Signature Program, which prepares Democratic women to run for public office.

Professionally, she the founder of Empowered Digisist, a digital support hub providing operational and communications strategy to under-resourced and historically excluded small business owners. She also served as Strategic Outreach and Partnerships Manager at Rocky Mountain MicroFinance Institute (RMMFI), where she supports inclusive entrepreneurship across Colorado by strengthening access to capital, technical assistance, and ecosystem partnerships.

With over seven years of mentorship and coalition-building experience, LaRae is committed to policy approaches that align responsible business practices with worker dignity, economic mobility, and long-term community wealth. She brings a practical, systems-aware lens to the Good Business Colorado Policy Committee, grounded in both lived experience and cross-sector collaboration.

 

Morgan RideR, C-BITE

Morgan Rider co-founded C-BITE (thrivingdesign.com), a Fort Collins-based manufacturer of innovative garden products.  With a B.S. in environmental engineering from Cornell University with over 30 years of experience, she brings a wealth of environmental management and policy expertise to the Good Business Colorado Policy Council.  Ms. Rider has a proven track record of assisting public, private, and nonprofit organizations in managing environmental impacts, risks, and costs.  

Morgan also serves on the Climate Trust board of directors and has been actively involved with environmental and conservation nonprofits for over 25 years.  She is a dedicated advocate for responsible business practices and brings a deep understanding of environmental policy and regulatory frameworks to the Good Business Colorado policy council.  In addition to her professional commitments, Ms. Rider enjoys gardening, skiing, hiking, reading, and live music.

 

Stacey Gilbert, Denver Tech Insurance

Over the last 30 years, Stacey has worked for two major health insurance companies and started 3 businesses.  Her clients have included companies at the Fortune 200 level all the way down to small businesses. She has worked with the startup industry moderating cyber security panel events in the past, including during Denver Start Up Week.  Stacey has expertise in employer based group health insurance and level funding, working with all size businesses all over the state of Colorado.


Outside of work,  Stacey is passionate about working on ways to get healthcare costs down significantly for boot strapped businesses and will be utilizing her years of experience to work on legislation that will help provide more options and lower costs for Colorado Businesses.  


Stacey is a past winner of the GBC Healthcare Legislation Action Award.
